Before Transport Day

  • Confirm your transport partner’s current OCM license is active
  • Verify the transport company is sending a two-person team
  • Confirm scheduled pickup window and coordinate staging time
  • Confirm the receiving facility’s operating hours and receiving window
  • Ensure all packages have correct Metrc package IDs tagged
  • Verify all packages are properly sealed and meet OCM packaging requirements
  • Run a Metrc inventory count to confirm packages match physical inventory
  • Resolve any Metrc inventory discrepancies before creating the manifest

Manifest Creation (Day Before or Morning of Transport)

  • Log into Metrc and begin a new transfer
  • Select the correct destination facility — verify the license number matches
  • Enter the correct departure and arrival time window
  • Add every package being transferred with correct package IDs, quantities, and descriptions
  • Enter transport company information
  • Review the full manifest before saving — catch errors now, not at pickup
  • Save and confirm the manifest in Metrc
  • Print or have a digital copy of the manifest ready for the transport team at pickup

At Pickup

  • Have a facility representative present for the entire pickup — do not leave the transport team unsupervised
  • Transport team scans or reads each package ID against the manifest
  • Confirm quantities match manifest for each package
  • Inspect packages together — flag any that appear damaged or compromised
  • Resolve any discrepancies before loading — do not proceed with a known manifest error
  • Both parties sign the manifest at handoff
  • Confirm cargo is secured in locked vehicle before departure
  • Update Metrc to reflect departure after vehicle leaves
  • Retain your signed copy of the manifest

After Delivery

  • Confirm with your transport partner that delivery was completed
  • Verify in Metrc that the transfer manifest has been closed as received by the destination facility
  • If the manifest is still ‘In Transit’ more than a day after scheduled delivery, contact your transport partner to investigate
  • File your signed manifest copy — retain for the OCM-required retention period
  • Update your inventory reconciliation records

Monthly Compliance Review

  • Check for any open manifests in Metrc that should be closed
  • Reconcile physical inventory against Metrc inventory
  • Confirm transport partner’s license is still current
  • Review any manifest errors or delivery issues from the prior month and address root causes
